The Federal Government has clarified the rationale behind signing the Samoa Agreement, noting that it was in the best interest of the country.
This clarification is coming against the backdrop of concerns that the agreement endorsed LGBTQ rights in Nigeria.

The Federal Government said that the signed agreement does not contravene any Nigerian laws and does not endorse LGBTQ rights, which remain illegal in Nigeria.  The Minister of Information and National Orientation, Mohammed Idris, who spoke emphasized that the agreement was signed after extensive reviews and consultations by an Inter-ministerial Committee, including the Federal Ministry of Budget and Economic Planning, the Ministry of Foreign Affairs, and the Federal Ministry of Justice. 
According to Idris, the goal is to generate investment opportunities and foster collaboration between Nigeria and other nations.
The government’s endorsement was accompanied by a statement of Declaration dated June 26, 2024, asserting that any provision inconsistent with Nigerian laws would be invalid.
“There is existing legislation against same-sex relationships in Nigeria, enacted in 2014,” Idris stated. He assured that the government would not enter into any international agreement detrimental to the country’s interests and that the officials involved adhered strictly to the mandates exchanged in 2018 between the European Union, EU, and the Organisation of African, Caribbean, and Pacific States, OACPS.
The Samoa Agreement is a legal framework for cooperation between the OACPS and the EU, aimed at promoting sustainable development, combating climate change, generating investment opportunities, and fostering international collaboration among OACPS Member States.
