President Bola Tinubu has presented a

N1.481 trillion 2025 budget proposal for Rivers State to the National Assembly for consideration and expeditious approval.  
Tinubu’s request was read by the Speaker of the House of Representatives, Tajudeen Abbas, during plenary on Thursday, just as the Senate President, Godswill Akpabio also read the letter on the floor of the red chamber.
A breakdown of the figure presented by President Tinubu showed that N324 billion was proposed for infrastructure, N166 billion for the Health sector; N75.6 billion for the Education, while N31.4 billion is for the Agricultural sector.
The Sole Administrator of Rivers State, Ibok-Ete Ibas, said on April 3, 2025, that ;the state will soon have a new 2025 budget, adding that the budget would prioritise education, healthcare, social services, and infrastructural development, following the declaration of a state of emergency in the state, citing a protracted political crisis and “torching of oil installations,” as some of the reasons on 
March 18, 2025.
Tinubu also suspended the stste governor, Siminalayi Fubara, his deputy, Ngozi Odu; and all members of the Rivers assembly “for an initial period of six months."
Thereafter, Ibas, an ex-naval chief, was named as sole administrator for Rivers. 
Several stakeholders, including the Pan Niger Delta Forum, PANDEF, have criticised Ibas over his alleged poor  handling of the state’s affairs, just as there have been protests in the state demanding the reinstatement of Fubara.
