Group calls for amendment of 2010 Electoral Act to include Voters accreditation, voting by Biometric process


A Non-Governmental Organisation, People's Life Improvement Foundation (PLIF) has appealed to President Muhammadu Buhari to ensure the amendment of 2010 Electoral Act to include Voters accreditation by Biometric process.

The call was made by the group through its International President, Chief Precious Elekima,made this known in an interview on Thursday in Port Harcourt.

According to the group, the President should ensure that such amendment is effected before the end of his tenure.

The group also urged that such amendment should ensure ``immediate voting by electronic voting; immediate counting by electronic counting’’.

``It is possible to have a proper election by biometric process. No other thing can cure Nigeria’s electoral process. Until citizens have the opportunity to choose by themselves those to lead them.

``We call on President Muhammadu Buhari to amend the 2010 Electoral Act before his departure. God will give him the ability to resist those who will try to stop him from amending the said Act.

``By so doing, he will leave a legacy for himself and his family and will have the support of all right thinking Nigerians.

 According to Elekima, ``the architecture of the banking system has shown that it is very possible to achieve this’’.

``People make electronic transfers without necessarily going to the bank for such transactions. This isan architecture that is workable. The issue of `no light’ does not arise.

``This is what we want as an organization: amend the Electoral Act to ensure use of finger prints and electronic submission of results.

``We will work with Nigerians and those he called other friends of Nigeria whose economies are overstretched; those Nigerians seeking asylum in foreign countries of those migrating to other lands.

``We are mobilising Nigerians for this. It is our view that until the electoral Act is amended peace, security, economic peace and prosperity will continue to elude Nigeria. We need to cure need to cure a common disease.

Elekima, who faulted the current electoral process through which Nigerian leaders emerged, also alleged that ``almost all of them (elected leaders) emerged by fraud or force’’

He also alleged that some Nigerian leaders were ``behaving like beauty queens’’ after their elections.

``They behalf as beauty queens that reign for a period. It appears we are running a beauty Project Government. Only one or two state governors engage in good governance.

``There are unfinished projects at the detriment of tax payers’ money. Most of these governors have never been employed.

``Because of fear they must engage those that they are better than. The first qualification to be in their government is: ` you must not have the courage to act according to your conscience’.

He also called for proper implementation of the American System of democratic governance to embrace a four-tier system: the Federal; State; Community Government (Local government in Nigeria); and City government (Ward).

``We went and copied a system of government from the USA in name without copying the execution of that system to its letters.

``Let Nigeria complete the American system of government they copied by also allowing the 4th Tier of government. They can call it administrative centres like what obtains in Lagos and in Bayelsa state

``There is need to establish Community Government. Asiwaju Bola Tinubu achieved administrative centres in Lagos state,’’ Elekima said.

``Some percentage of the federal budget should be dedicated to the City (Ward) Government directly. They should have financial autonomy. No need to amend the constitution for its actualisation.

How can we directly give money to the communities? Not to the Chiefs or anybody in the streets,’’ he said.

Elekima said that the group had set up a committee which recommendations would be forwarded to the Federal Government to set up similar committee for proper community government.

``This committee should be on non-party basis; has nothing to do with political parties. It does not need to go to the National Assembly.

``This will ensure proper development of communities and reduce tensions across the six geo-political zones in Nigeria.

According to the group, ``PLIF is totally against any form of restructuring at the Federal level but is in tune with restructuring at the state level’’.

``The problem with Nigeria is not religion or ethnic groupings but a fundamental eror triggered by individual greed. Nothing is wrong with Nigeria.

``If we must restructure; we should rather restructure state governments. We need Communities to have money to deal with their security – a decentralized government, a decentralized security.

``States should have a functional fourth-tier of government with administrative and financial autonomy,’’ Elekima said.

The PLIF global President, who recalled the seven systems of government in vogue worldwide,  urged that ``proper thing should be done in Nigeria if we are a democracy’’.

He said: ``In some parts of the world we have a monarchy (Monarchism); which is a royal government by `the one’ as well as an Autocracy; which is also a Government by `the one’ or a Dictator.

``Others are Plutocracy; which is a Government by an exclusive, Wealthy Class and an Aristocracy; which is a Government by those with inherited titles or those who belong to a privileged class.

``We also have an Oligarchy; which is a Government by Exclusive Few, an Empire; which is an aggregate of Kingdoms ruled by a monarch called an Emperor; a Democracy; Government by the People’s consent.’’

According to the group, Democracy as is currently practiced in Nigeria is a mockery of that system of government.

He also alleged that 98 to 99 per cent of how election results were made in this country were through Returning Officers who write results, Supervisors; Presiding Officers; Security agencies, a majority of who were compromised.

 `` In some states, some governors are Emperors. Each Governor chooses to behalf the way he likes. The reason for all this behavior is because the people did not vote for them.

``Thugs now demand for Executive Positions; legislative positions in government.The young ones in society therefore see thuggery as a role model. Even those in the university are trying to make a name.
